Washington County Busted Mugshots Explained
The Sheriff's Office runs the jail in Washington County. The facility is Purgatory Correctional Facility in Hurricane, known locally as PCF. When someone enters, staff assemble an internal booking packet. It can hold admission forms, hold-authority papers, identity details, fingerprints, and, for most adults, an identification photograph. The public sees far less. Posted reports share only a few booking facts, never the full jail file, the officer's narrative, or anything from a courtroom.
That gap matters for anyone hunting Washington County busted mugshots. HB 228 is the reason the Sheriff's public booking report dropped individual images, even though a photo may sit in the internal file. The current custody roster shows no booking photos either. Charges and holds listed in these reports are custody entries drawn straight from the jail's paperwork.
- Booking
- The jail intake event that creates custody and identification records after PCF accepts a person.
- Bond
- The amount or condition listed for release, not a finding about the charges.
- Arraignment
- An early court appearance where charges and rights are addressed.
- Disposition
- The court’s eventual recorded outcome, such as a dismissal, plea, conviction, or another resolution.
- Expungement
- A court process that seals qualifying records under Utah law.
Washington County Booking Record Fields
Start with the five-day WCSO Booking/Citation Report when you want a recent entry. It gives a narrow, time-limited view of one booking event. Take the labels at face value. The City/State field sits apart from the arresting-agency field. So it does not tell you where an arrest happened. For matching an entry against a later release report, a court record, or a records request, two identifiers work best. Use the PCF number and the report timestamp.
| Field | What it can show |
|---|---|
| Name and City/State | Identity information as listed in the five-day report, with the city field not certified as arrest location. |
| PCF number and arrest time | The local jail identifier and the reported timing of the booking event. |
| Agency and custody marker | The reporting authority and an in-custody indication when shown. |
| Charge, hold, statute, and classification | Charges or holds as booked. |
| Court and money fields | The reported court route plus required-amount and paid-status information where the report lists them. |
| Booking image | No public individual image on the WCSO report. The image area is not a photograph of the named person. |
PCF also houses people held for UDC, federal authorities, immigration matters, court commitments, or other agencies. So an agency label or hold on a county report marks a custody path. It does not signal a fresh Washington County prosecution. Before assuming a name match means anything, compare four things side by side. Check the agency, the hold, the court, and the date.
Washington County Booking Timing at PCF
PCF's Admission, Booking and Bail policy lays out the local sequence. The transporting officer opens a Spillman booking record first. Jail staff then work through screens covering identity, the arrest, the offense, and bond details. Most adults get photographed and fingerprinted. Once a person walks out, the booking file goes to Jail Records for electronic archiving.
The same policy requires prompt judicial probable-cause review for anyone held in custody, absent exigent circumstances, within 24 hours. That clock is internal. It does not mean a new booking appears online within any set hour. The public report covers five days. Its dated header is the honest way to tell when that version was produced.
Request Washington County Booking Records
Sometimes the report no longer covers your date. Or a needed field is missing. Or you have questions about an existing jail record. In those cases, use the Sheriff's GRAMA request form. GRAMA is Utah's records-access law. Requests work best when they name a specific existing record rather than ask the office to write a new summary. Give a full name, the PCF number if you have it, and the booking or arrest date. Describe precisely what you want, such as a PCF booking record, a booking packet, or a named report. The official WCSO GRAMA request page lays out this record-specific route.
The form is built for narrow asks. It exists to request an existing record, not to have the office build a new compilation or hand over a protected image.
- Check the five-day report, roster, and release report first, then save the PCF number, date, agency, and court field that distinguish the record.
- Use the WCSO form to request inspection or a copy of the specific existing record. The form asks for contact information and supporting details such as a case number, incident date, type, or officer.
- For a county-held record, the Washington County GRAMA page also provides the County Records Officer route and the Utah Open Records Portal option. Identify WCSO as the custodian when appropriate.
- Wait for classification review. The office may release, redact, withhold, seek clarification, or refer the request to the right custodian. The Sheriff form says a response is due within 10 working days.
WCSO sets a $5 minimum on most report requests. The office asks that you not prepay, since payment instructions arrive by email. The county's general fee schedule lists per-copy charges on top of that, plus possible special or professional-service costs. There is no single flat price for every record. Ask the records officer for an estimate on the exact item you want. Note: A booking-photo request can come back as a protected record, even when other booking fields are released without issue.
Utah Rules for Busted Booking Images
Utah Code § 63G-2-305(80) shields jail booking photos by default. The exceptions are narrow. They cover a conviction tied to the conduct, certain law-enforcement safety or identification uses, judicial release orders, and defined victim viewing. So the statute does not turn every internal jail photo into a public web image. WCSO's no-image notice on the five-day report follows that line directly.
A second statute matters here. Utah Code § 17-72-802, once numbered § 17-22-30, limits a sheriff's ability to hand over a booking-photo copy for a publish-for-pay publication or site. It requires a requester statement about that use. The law also spells out a statutory removal remedy for a covered publisher. But it forces nothing. WCSO need not release a protected image, and this is no shortcut around record classification.
Spot an inaccurate official booking field? Ask the responsible custodian to review the source record. For court records, use the court's expungement process where you qualify. Utah Courts began identifying qualifying automatic-expungement cases itself on January 1, 2026, and says processing can run up to 120 days. A qualifying court record can later vanish from Xchange. An independently published page will not change on its own. Check the official source first. Then use a publisher's stated free correction process with supporting documents. Never pay an intermediary for a removal promise. Once a source page is lawfully changed or removed, refreshing an outdated search result may then be appropriate.
Find Washington County Busted Mugshots Safely
Three questions, three tools. Want to know who was booked recently? Read the WCSO Booking/Citation Report, which rolls forward across five days. It hands you the useful bits: PCF number, arresting agency, charges or holds, the court involved, and the money fields. Custody is a different question. For that, the current roster tells you whether someone is still at PCF as of the report time. Neither source posts booking photographs. So if you never find a mugshot, that is by design, not a gap you failed to search hard enough to fill.
- Open the current five-day booking report and compare the full name, PCF number, arrest time, agency, and court field.
- Use the PCF Alpha-Roster for present custody. A name absent from the roster may mean release, transfer, or a different custody state.
- Check the Sheriff’s prior-14-days release report if current custody is no longer shown. The longer felony-release report is additional release history, not a current roster.
- Use the court shown in the booking report to locate the later public case path. Request a specific existing record from WCSO when the official public windows do not answer the question.
No official Utah mobile app changes any of this. None from WCSO restores booking photos, expands the public roster, or loosens these limits. The Sheriff's social media accounts can carry agency news and alerts. Still, they are far from a complete booking feed. For custody-status notifications, Utah VINE is the state's verified route. Know what it is, though. VINE sends alerts. It is not a booking record, and it should never be your only safety plan.
Where Washington County Busted Records Appear
Go official first, because each source answers one question. The Sheriff's pages handle booking and custody status. Court and corrections channels pick up later stages or different custody systems. A third-party busted listing plays a different role entirely. It can lag behind, drop entries, keep stale material on the page, or display an image that the official Washington County report simply does not have. Before trusting any non-government site, check the name, PCF number, agency, and date against WCSO yourself.
| Channel | Photo display | What it covers | Access |
|---|---|---|---|
| WCSO five-day Booking/Citation Report | No individual images | Recent countywide bookings and citations in the stated five-day window | Official WCSO report |
| PCF Alpha-Roster | No individual images | People currently listed in PCF custody at the report time | Official WCSO roster |
| WCSO release reports | No | Prior 14-day releases and longer felony-release history | Official WCSO reports |
| UDC offender search | No photo in the public locator | UDC incarceration or probation/parole, not a fresh county booking | Official state locator |
| Utah Courts Xchange | Not a booking-photo source | Later public case activity and outcomes | Official court system |
| RecentlyBooked, Mugshots.com, and Arrests.org | May vary | Unofficial county or historical listings, with documented staleness and coverage gaps | Compare with WCSO and court records first |
Local news covers arrests as events, not as a running register. Think St. George News, FOX 13, and Gephardt Daily. A single story might draw on agency material or use a different type of image. But a news article is no substitute for the booking report or the court file. One more thing is clear. No Washington County newspaper or television station runs a routine booking-photo gallery.
Washington County Busted Roster at PCF
The WCSO Current Inmate Roster is an alphabetical Alpha-Roster, not a searchable database. Think of it as a snapshot. It reflects PCF custody at the date and time printed in its header. Its compact lines give you three things: local number, name, and time incarcerated. What it skips matters too. Charges, agency, bond details, court field, release date, and photographs all live in the booking report instead.
The official PCF Alpha-Roster shows current custody in the Sheriff's own alphabetical format.
A surname check on the roster is quick and practical. Just do not expect it to conjure a booking photograph from the generic image slot on the page.
| Roster field | Use it for | Do not infer |
|---|---|---|
| PCF number | Matching a person to a booking or records request | A final case result |
| Name | Locating the alphabetical entry | Identity confirmation from a name alone |
| Time incarcerated | Understanding when current custody began as reported | The arrest time, charge, bond, or expected release date |
| Report timestamp | Knowing the point in time the roster represents | That a person absent from it was never booked |
Work the sources in order. Booking report first. Roster second. Release reports come next if the name no longer shows as current. WCSO makes no promise about how long a roster entry sticks around after release, so an absent name proves little on its own. One more caution applies. Those generic visual slots on Sheriff pages are not booking photos, and no official WCSO app offers a different image policy.
Recent Washington County Booking Reports
The county's official recent-booking source is a rolling report labeled "Jail Bookings in the last 5 days." Its timestamp stays current. Fresh activity shows up often. That said, WCSO publishes no separate same-day, 24-hour, 48-hour, or weekly feed, and calling it one would overstate what the Sheriff has promised. Whatever hour you open it, the five-day window is the honest description.
The report's columns cover name, City/State, PCF number, arrest time, agency, custody marker, charges or holds, classification, statute, court, required amount, and paid status. What it never shows is a public individual image. WCSO also keeps no searchable archive of older five-day reports. It says nothing about how long an entry stays online. Once an event ages out, put the PCF number or date into a specific GRAMA request. Reading an empty current report as a finding would be a mistake.
Release data sits apart on purpose. A fourteen-day release report lists who left PCF during its rolling window and when. It skips charges, booking number, and release reason. The longer felony-release PDF adds release and charge-history fields, yet it cannot tell you who is in custody right now. This three-window design explains a common puzzle. Someone on the booking report but missing from the Alpha-Roster may simply have been released, so check that before concluding anything.
Washington County Custody Record Paths
A single name can pass through several public systems after a Washington County arrest. Each record tracks its own stage of the process. A booking does not guarantee ongoing custody. A PCF custody line does not always mean a Washington County criminal case. Match the record to the question you are actually asking, and the search gets much simpler.
| Custody state | Best official route | Limit |
|---|---|---|
| Recently booked | WCSO five-day Booking/Citation Report | Rolling window, no public image, and no final disposition |
| Currently at PCF | WCSO Alpha-Roster | Current-custody view only, with limited fields |
| Recently released from PCF | WCSO prior-14-days release report | Does not provide the full booking or outcome |
| Sentenced or supervised by Utah | UDC offender search or UDC records channel | Not a county recent-booking source |
| Federal or ICE custody | BOP locator or ICE detainee locator when the custody trail fits | Neither is a PCF booking record or public photo gallery |
Washington County Busted Records Beyond PCF
State custody runs through a different door. The Utah Department of Corrections offender search covers people held by UDC or supervised on its probation and parole. Look someone up by first and last name, an optional middle name, or an offender number. Results give an offender number, name, date of birth, and a link to custody or supervision details. No prisoner photo shows up there. A GRAMA request to UDC can sometimes surface an existing record or prison photo depending on classification, though a fresh PCF booking image lives elsewhere.
Federal questions have their own tools. The Bureau of Prisons locator finds federal inmates going back to 1982, searched by register number or name with identifiers. The ICE Online Detainee Locator System handles immigration custody only, covering ICE and certain CBP holds with its own identity requirements. Neither is a Washington County arrest list or a photo source. PCF reports sometimes carry immigration or federal hold labels, and those should be traced to the right agency and its court record.
Washington County Court Results After Booking
A booking report opens the paper trail. The courts close it. The report points you to a court. Then Utah Courts Xchange carries the public case summary material that follows in CORIS: parties, counsel, filed documents, hearings, judgments, and outcomes for completed cases. Read the docket before treating a booking entry as a result. Cases get amended, dismissed, resolved by plea, or taken to verdict.
Which court depends on the charge. District courts hear felonies and class A misdemeanors. Justice courts handle most class B and C misdemeanors, infractions, and traffic matters. Xchange offers paid online access. Free public terminals sit at most district courthouses and the Utah State Law Library. Sealed, expunged, and juvenile matters stay out of public results. So a missing result does not mean no case ever existed.
Important: What a jail roster or booking report shows is only the start of a case; the court disposition is what settles the final public outcome.
Washington County Busted Juvenile Records
Juvenile records sit behind a hard boundary. PCF policy restricts distribution of juvenile images and fingerprints. Utah Courts states that juvenile court records are generally non-public. Utah Code § 78A-6-209 allows one narrow petition-related exception for certain older youth and adult-felony-equivalent situations. Even those files can be closed for good cause. That sliver of access does not make a youth name, image, booking, or third-party listing fair game for public display.
When neither a booking source nor the court system shows a juvenile matter, treat that as the answer. Do not go hunting for the record elsewhere. Contact the right court or records custodian for lawful procedural help.
Washington County Busted Mugshots by City
St. George, Washington, and Hurricane each run their own public-information channels. Even so, PCF serves as the shared county booking destination for all three. The WCSO report may name a municipal police agency. Its City/State field alone does not prove where an arrest happened. The city routes below keep police activity data separate from the county booking and custody record.
- St. George Busted Mugshots: St. George Police Department publishes an incident-data set, not a daily named arrest log or photo roster. PCF booking, roster, and release reports remain the custody sources.
- Washington Busted Mugshots: Washington City’s 24-hour activity dashboard is a lagged CAD calls view without names, charges, booking information, or photos. Use WCSO reports for a county booking question.
- Hurricane Busted Mugshots: Hurricane Police Department has a records path but no public daily arrest roster or booking-photo log identified in the research. PCF holds the county jail record route.
Historic Washington County Booking Records
What a website displays today tells you nothing about how long a record survives. PCF forwards booking files for released prisoners to Jail Records for electronic archival. No official searchable historic PCF booking-photo archive has been identified. Utah General Retention Schedule GRS-2028 sets ten years of retention for qualifying jail-confined-prisoner arrest records, then destruction. One rule does not cover every supporting document, image, or case file, though. For an older event, ask WCSO whether the item is still held, was archived, was destroyed under a schedule, or belongs to another custodian.
History has its own shelf. The Utah State Archives prison collection holds territorial and state-prison registers plus some identification photographs from earlier eras, not modern PCF bookings. Washington County Fifth District criminal registers of actions at the Archives are likewise historical court material, not a current arrest feed. Match the agency, date, person, case, and record type before filing an archival request.
